Overview
TaRL Africa is seeking an Associate, Program Measurement & Insights (PM&I) to join its Zambia team. Based in Copperbelt Province, this role is central to strengthening education systems by embedding robust monitoring, measurement, and review practices into government structures. The Associate will work closely with provincial and district officials to ensure data is not only collected but meaningfully used to drive decisions that improve children’s foundational learning outcomes. This position requires a systems improvement mindset, significant travel within Zambia, and occasional regional travel.
Main Responsibilities
• System Analysis & Integration: Diagnose existing education data ecosystems, map data flows, and identify opportunities to embed TaRL/Catch Up data into government systems.
• Monitoring & Review Design: Support government partners in developing context appropriate tools, dashboards, and review processes that generate actionable insights.
• Data Use & Decision Support: Facilitate analysis and reflection sessions with stakeholders, helping translate data into clear priorities and follow up actions.
• Capacity Building & Quality Assurance: Train and coach government and partner teams on data collection, validation, and practical application, while ensuring fidelity and feasibility of PM&I processes.
• Collaboration & Knowledge Sharing: Build strong relationships with government counterparts and TaRL colleagues, document lessons learned, and contribute to internal and external knowledge exchange.
Required Qualifications and Skills
• Education & Experience: Bachelor’s degree with 2+ years of relevant experience, or Master’s degree with 1–2 years, in monitoring, measurement, analytics, or related fields.
• Technical Expertise: Proven experience in designing or supporting monitoring systems, with strong analytical skills and proficiency in tools such as Tableau, Power BI, Stata, or R.
• Digital Proficiency: Skilled in Excel and ODK based platforms (SurveyCTO, KoboCollect).
• Communication & Collaboration: Excellent written and verbal English, strong interpersonal skills, and ability to work across diverse teams and stakeholders.
• Mindset & Mobility: Results oriented, adaptable, proactive, and motivated by impact; willing to travel extensively within Zambia and occasionally across Africa.
• Core Competencies: Capacity building, collaborative problem solving, curiosity, and resilience in dynamic contexts.
