Overview
The United Nations Industrial Development Organization (UNIDO) is seeking an International Monitoring & Evaluation Expert for the EU-funded Africa Trade Competitiveness and Market Access (ATCMA) Programme. This role supports a regional initiative focused on sustainably increasing intra-African and EU-Africa trade. The expert will be responsible for overseeing the monitoring and evaluation framework for the program's components in the COMESA region, with a strong focus on enhancing export competitiveness and market access for Micro, Small and Medium-sized Enterprises (MSMEs). The position requires close collaboration with project teams at UNIDO and ITC to ensure a coherent and effective program implementation.


Main Responsibilities
• Design and implement a comprehensive monitoring and evaluation (M&E) framework, including key performance indicators and data collection methodologies, aligned with UNIDO, ITC, and EU OPSYS requirements.
• Develop and manage a digital M&E dashboard and database to track key indicators, analyze data, and prepare monthly and semi-annual performance reports.
• Provide analytical support for operational planning and create project highlights, factsheets, and other inputs for reports to partners and donors.
• Organize and conduct training sessions for project staff and partners on M&E tools and practices.
• Monitor and report on the progress of logical framework indicators, providing input for regular reports and project narratives on impact.
• Assist in conducting internal mid-term reviews and providing guidance on the implementation of corrective actions based on evaluation findings.


Required Qualifications and Skills
Education: An advanced university degree (Master's or equivalent) in International Development, Management, Business Administration, Economics, or a related field.
Experience: At least five years of practical experience in the monitoring and evaluation of trade capacity-building projects.
Technical Skills: Proven computer skills with a strong command of office applications and digital project management tools, including proficiency in Microsoft Excel and Power BI for data collection and analysis.
Knowledge: Expertise in trade competitiveness, market access, and value chains, with a solid understanding of the needs and priorities of developing countries. Knowledge of EU and UNIDO/ITC evaluation frameworks is a key asset.
Language: Fluency in both written and spoken English is required. Fluency or a working knowledge of another official UN language, particularly French, is an asset.
Other: Experience working in African countries, especially Eastern or Southern Africa, is a significant advantage. The ability to work effectively in a multicultural team with excellent organizational and management skills is essential.
