Overview
The Enhanced Transparency Framework - International Consultant will provide high-level technical leadership to support the Government of Zambia in operationalizing its Enhanced Transparency Framework (ETF)-compliant integrated Monitoring, Reporting, and Verification (iMRV) system. This role involves overseeing key project deliverables, managing a team of national and international experts, and ensuring the iMRV system is aligned with the Paris Agreement and national climate goals.
Main Responsibilities
• Provide strategic and technical leadership for the design and operationalization of Zambia's iMRV system.
• Lead the development of the necessary legal, institutional, and technical frameworks, including digital infrastructure and capacity-building programs.
• Supervise and coordinate a multidisciplinary team of consultants, including sectoral experts and a software developer.
• Support project monitoring and reporting, contributing to internal and donor reports while delivering technical presentations to key stakeholders.
• Guide the integration of climate finance data and NDC action tracking mechanisms into the iMRV system.
Required Qualifications and Skills
• Education: A Master's degree or higher in Environmental Science, Climate Policy, Engineering, Public Policy, or a related field.
• Experience: A minimum of 10 years of professional experience in climate change transparency systems, MRV frameworks, or NDC implementation, with a proven track record of managing multidisciplinary teams. Experience in developing countries is required, with previous work in Sub-Saharan Africa or Zambia being a strong asset.
• Technical Skills: Strong understanding of the Enhanced Transparency Framework (ETF), including GHG inventory methods (IPCC 2006 Guidelines), NDC tracking, and Biennial Transparency Reports (BTRs). Proven experience with digital data system development and institutional capacity building.
• Communication and Project Management: Excellent written and spoken English communication skills. Demonstrated ability to deliver complex projects on time and on budget, and to establish strong working relationships with government officials and international partners.
