Overview
The Programme Manager – ECESPA will provide strategic, technical, and financial leadership for the SADC–EU Peace and Security Programme (ECESPA). This role is designed to strengthen SADC’s peace infrastructure, enhance regional capabilities for conflict prevention and management, and promote good governance and human security. The manager will be responsible for overseeing the programme's implementation, monitoring, and overall success in alignment with the SADC Regional Indicative Strategic Development Plan (RISDP 2020-2030).
Main Responsibilities
• Provide strategic leadership for the planning and implementation of all programme activities and effectively manage its financial and human resources.
• Lead the development of concepts and technical outputs for support, as well as new systems and procedures to aid in programme effectiveness.
• Coordinate and convene meetings for Programme Technical Committees (TCs) and the Programme Steering Committee (PSC).
• Facilitate capacity building for SADC staff, member states, and non-state actors in relevant areas of peace and security.
• Conduct and lead internal and external evaluations, including mid-term and ex-post reviews, and assist audit teams as needed.
• Drive the documentation and dissemination of programme results and knowledge products to enhance visibility and awareness.
Required Qualifications and Skills
• Education: A Master's degree in Political Science, Development Studies, International Relations, Security Studies, or a related field.
• Experience: A minimum of 15 years of general work experience, with at least 10 years in a management position and 10 years in programme management. At least 15 years of experience in the design, monitoring, and evaluation of multi-sectoral, internationally-funded projects.
• Specialised Knowledge: Strong experience with EU Development Assistance procedures and a deep understanding of at least four key thematic areas of the programme, such as conflict prevention, electoral assistance, or transnational organized crime.
• Core Skills: Proven leadership, strategic, and financial management skills. Excellent communication, negotiation, and interpersonal abilities. Must be results-driven, decisive, and capable of fostering a collaborative, high-performance team environment.
• Citizenship: Must be a citizen of a SADC member state.
