Organizational Context
The International Federation of Red Cross and Red Crescent Societies (IFRC) is the world’s largest humanitarian organization, with a network of 191-member National Societies (NSs).
The overall aim of IFRC is “to inspire, encourage, facilitate, and promote at all times all forms of humanitarian activities by NSs with a view to preventing and alleviating human suffering and thereby contributing to the maintenance and promotion of human dignity and peace in the world.” IFRC works to meet the needs and improve the lives of vulnerable people before, during and after disasters, health emergencies and other crises.

IFRC is part of the International Red Cross and Red Crescent Movement (Movement), together with its member National Societies and the International Committee of the Red Cross (ICRC). The work of IFRC is guided by the following fundamental principles: humanity, impartiality, neutrality, independence, voluntary service, unity, and universality.

IFRC is led by its Secretary General, and has its Headquarters in Geneva, Switzerland. The Headquarters are organized into four main Divisions: (i) National Society Development and Coordination, (ii) Humanitarian Diplomacy and Digitalization, (iii) People and Strategy, and (iv) Legal, Governance Support and Accountability.

IFRC has five regional offices in Africa, Asia Pacific, Middle East and North Africa, Europe, and the Americas.
IFRC also has country cluster delegations and country delegations throughout the world. Together, the Geneva Headquarters and the field structure (regional, cluster and country) comprise the IFRC Secretariat.

IFRC has a zero-tolerance policy on conduct that is incompatible with the aims and objectives of the Red Cross and Red Crescent Movement, including sexual exploitation and abuse, sexual harassment and other forms of harassment, abuse of authority, discrimination, and lack of integrity (including but not limited to financial misconduct). IFRC also adheres to strict child safeguarding principles.

The Federation is hosting the cholera Country Support Platform (CSP), the operational arm of the Global Task Force on Cholera Control (GTFCC). The GTFCC is a partnership of more than 50 institutions, including NGOs, academic institutions, and UN agencies, with a secretariat hosted by the World Health Organization (WHO). The CSP is tasked to support countries in achieving the strategic objectives set by the GTFCC “Ending Cholera: A Global Roadmap to 2030” (The Roadmap).

The CSP provides in-county support for the establishment of multisectoral coordination mechanism and developing country specific multi-year, multi-sectoral National Cholera Elimination or Control Plans (NCP). NCPs aim to align government, other national actors, GTFCC partners and key stakeholders including Red Cross and Red Crescent National Societies towards a shared strategy, including an operational component for the implementation of the plan. The CSP aims to ensure that cholera interventions identified in the NCPs are coherent, evidence based, and aligned with the government and GTFCC Roadmap objectives and strategies.

The cholera-affected countries receive multisectoral technical support and capacity building for the formulation and the implementation of their NCPs.
The CSP Corporate service Delegate will be based in Zambia (Lusaka) and will report administratively to the Manager of the Health and Care department in Africa and will be under the supervision and direction of the CSP Coordinator (based in Geneva). The CSP Corporate Service Delegate

Job Purpose
Under the technical guidance of the CSP Coordinator, the CSP Corporate Services Delegate leads the coordination and integration of project management frameworks, tools, and best practices, driving consistency and quality across global CSP operations, and manages the operational side of the CSP Program. Acting as a central coordinator, this role supports both the cross cutting team and field hubs in applying structured methodologies to plan, execute, and monitor CSP initiatives.
With regular travel to CSP supported countries, this role ensures alignment, strengthens collaboration, and supports capacity-building at the country level. The CSP Corporate Service Delegate will regularly engage with counterparts in Finance, Legal, Logistics, and HR to resolve issues.
In addition, the incumbent independently leads on comprehensive financial oversight responsibilities: the planning, budget management, expenditure control, and financial reporting for CSP financial resources. Deliverables include preparing robust financial analyses and recommendations that directly inform leadership decisions and resource allocation, ensuring fiscal accountability and transparency throughout the programme cycle.

Job Duties and Responsibilities
Project Coordination and Administrative Leadership
• Champion the adoption and implementation of project management systems, enhancing CSP activity reporting and reinforcing financial oversight across all funding sources. Continuously evaluate and recommend innovative tools to elevate programme delivery standards.
• Deliver administrative guidance to the CSP cross-cutting team and operational hubs, adapting support based on evolving needs.
• Coordinate issuance of invitations and logistical arrangements for CSP meetings, travel, and engagements, ensuring all stakeholders are promptly informed
• Organise planning of CSP events-managing schedules, briefing files, stakeholder coordination, and deadline tracking for seamless execution.
• Manage and streamline travel logistics, including itineraries, clearances, and stakeholder communications, to facilitate efficient field deployment.
• Compile and organize documentation for meetings, missions, and events ensuring preparatory materials are thoroughly prepared and secured.
• Facilitate logistics and administration for internal and external retreats, workshops, and conferences.
• Lead onboarding coordination for new and temporary CSP team members, covering IT setup, briefing preparation, and orientation scheduling.
• Contribute to strategic initiatives and special projects as assigned by the line manager or regional program managers, applying proactive adaptability and support.

Planning, Monitoring and Performance Reporting
• Under the leadership of the CSP Coordinator, advise on and contribute proactively to the development and refinement of the annual CSP workplan, drafting timeline and budget components to align delivery objectives with strategic priorities.
• Oversee and optimize the tracking of CSP initiatives using advanced project management systems, ensuring data-driven monitoring and timely adjustments.
• Attend and extract value from meetings providing concise summaries, capturing decisions, agreements, and action items to drive follow-up and accountability across teams.

Financial Support and Budget Management
• Act as the primary budget holder for the CSP cross-cutting team, overseeing comprehensive financial planning, resource allocation, and accountability across all funding streams.
• Manage and optimize ongoing budget and expenditure tracking through advanced financial tools, ensuring real-time visibility and control.
• Drive the preparation of budgetary documents and financial forecasts, collaborating with budget holders to guarantee timely and compliant financial management.
• Coordinate contract development with National Societies and partners—overseeing budgeting, liaising with finance and legal teams (both field and HQ), and ensuring alignment with donor/organizational standards.
• Produce detailed financial reports, manage pledge follow-up, and clarify HR contract implications (especially consultants/short-term engagements), providing actionable insights to support budget and file holders.
• Evaluate existing financial practices, recommending and implementing enhancements to increase cost efficiency, strengthen budgetary control, and ensure compliance with internal and donor requirements.
Quality Assurance and Compliance
• Serve as the central contracting focal point for CSP, providing expert technical guidance and ensuring strict adherence to quality standards, compliance protocols, and organizational policies.
• Architect and refine standardized templates, process flows, and coordination tools designed to bolster CSP performance, embed consistent quality controls, and ensure regulatory alignment.
• Oversee contracting activities, conducting periodic reviews and audits to confirm compliance and mitigate risks—escalating issues and driving corrective actions when necessary.
• Collaborate closely with stakeholders across legal, finance, program, and field teams to integrate compliance requirements into operational workflows and program delivery.
• Champion continuous improvement by analyzing performance data, identifying inefficiencies, and recommending enhancements that elevate process robustness and ensure long-term compliance.

Communication, Knowledge Management and Database Support
• Steer the development and maintenance of electronic systems and databases, ensuring data integrity, accessibility, and alignment with programme needs.
• Curate and manage the CSP's knowledge management systems, ensuring that documentation, templates, and learning resources are accessible, accurate, and current.
• Oversee the central filing infrastructure, implementing organization-wide standards to maintain a structured, easily retrievable repository of CSP documents.
• Design and sustain updated stakeholder directories—including mailing lists, contacts, and organigrams—to support strategic outreach and communications.

Education
• A Bachelor’s degree in Business Administration, Finance, Project Management, International Development, or a related field is required.
• Advanced university degree (master's or equivalent) in management, administration, health or equivalent professional experience is preferred

Experience
• 3-5 years of work experience in an operational project coordination and office management role, undertaking a variety of tasks and responsibilities in a similar-size organization (Required)
• Demonstrated experience as a primary budget manager, with responsibility for planning, monitoring, and reporting(Required)
• Experience in analysing and managing data, and handling financial and budgetary data issues (Required)
• Proven track record in contract/grants management and compliance, including liaising with legal/finance, conducting compliance audits, and ensuring adherence to donor and organizational regulations(Required)
• Hands-on experience implementing and optimizing project or financial management systems, such as ERP, SAP, or MS-based tools, to support tracking and reporting(Required)
• Experience in budget management(Required)
• Red Cross Red Crescent experience (Preferred)
• WHO or UN agency experience (Preferred)
