Key Responsibilities:

Job Overview:

The Development Facilitator (DF) will be responsible for the successful implementation of CIRCLE Project activities in the assigned Chiefdom. The DF will report to the PL.

This is a development facilitation role and in this regard the DF will work closely with the CFMG and the traditional Leaders (Indunas and headmen) with the aim of increasing community understanding and participation in the implementation of CIRCLE project activities.

The DF will collaborate with key government departments and provide technical support to the CFMGs and its sub structures in the implementation of community driven household level livelihood improvement and community impact projects in the assigned Chiefdom.

Key Responsibilities

• The implementation of community engagement, livelihoods, community development and FMNR activities aligned to Carbon emissions removal in the assigned Chiefdoms
• Encourage participation of households in developmental activities intended to create lasting financial returns at household level.
• Implement awareness creation strategies aimed at promoting broad participation of the CFMG Sub structures or Forest user groups in development and implementation of CFMG annual work plans.
• Provide technical support to the CFMGs in the implementation of CIRCLE Project activities to ensure adherence to Gold Standard requirements.
• Support the CFMG in delineating and maintaining of CFMA boundaries

Other Responsibilities:

Operations:

• Promote a participatory and inclusive approach involving all communities in annual work plan development
• Participate in the monthly and quarterly site review and planning meetings
• Escalate to PL any significant project risks likely to affect smooth implementation of CIRCLE project activities
• Coordinate with key stakeholders i.e., the CFMG and its sub-structures on day to day operations in the Chiefdom including documenting lessons learnt in order to enhance project delivery
• Carry out other activities as maybe assigned by the supervisor

Human Resources:

• Identifying the capacity building gaps with the CFMGs and GRZ partners
• Adhere to WVZ policies at all the times
• Submit all project advance retirements as per approved WVZ policy
• Implement all project activities within approved AWP budget
• Support CFMGs in development of Annual Work Plans and budgets aligned to Gold Standard requirements.

Reporting & Communication

• Generate and submit monthly Chiefdom engagement updates to Project Lead for inclusion in monthly reports
• Enter and update all project engagement trackers and performance dashboards
• Support the Project Lead and M & E specialist in development and reporting project impact stories
• Identify and escalate project risks to Project Lead
• Support the development of locally appropriate Information, Education and Communication (IEC) materials for use in sensitization and awareness creation
• Participate in bi-weekly planning meetings with PL
• Develop Chiefdom engagement & sensitization plans
• Participate and support in the development of livelihoods implementation plans
• Provide technical support to CFMGs in development of AWP and budgets aligned to Gold Standard
• In coordination with CFMGS and key GRZ stakeholders implement community project monitoring plan
• Participate in quarterly Chiefdom level AWP review meetings

Annual Key Performance Indicators (KPIs) for 2025

Compliance to International & National Standards for Carbon projects implementation–

In support of Annual Verification in the assigned Chiefdom ensure compliance to
International & National Standards for GS4GG registered AR Carbon Project implementation

• Each assigned Chiefdom (CFMG) understand the Gold Standard requirements through AWP actively contributes to the achievement of successful bi-annual verification
• Grievance register updated on a monthly basis and 100% closeout achieved
• Compile and update project trackers and dashboards
• Compile and submit meeting records to PL and M&E specialist for uploading to the appropriate project on-line folders

Effective Management of Carbon Project through achievement of;
Conservation Outcomes:

• Implement leakage management strategy.
• Collaborate with conservation, GRZ (DNPW & FD) and CFMGs to implement early burning as per approved fire management plans
• develop community awareness programs in assigned chiefdoms to achieve Zero new deforestation within the CFAs

Stakeholder Engagement/Coordination Outcomes:

• Actively participate in monthly coordination meetings with CFMGs and key stakeholders at Chiefdom to document and address project risks and grievances
• Escalate all project risks and grievances to the Chiefdom for inclusion by the PL
• Implement the engagement and sensitisation activities in line with approved engagement/ sensitisation strategy
• develop awareness creation plan and locally appropriate methods/platforms based on approved site engagement strategy

Community Impact Outcomes

• Support CFMGs/CRB and their respective sub structures to conduct needs assessments and develop AWP and budgets aligned to Gold standard by 30 November annually
• Support with the implementation of FMNR, Agroforestry and SMART agriculture activities in the assigned chiefdom
• Support identification and implementation of NTFP interventions
• Obtain records of marginalised members of the community from GRZ (MCD) and prioritise their inclusion in all community impact interventions
• wellbeing

Finance & administration Outcomes

• Prepare and submit project advances for implementation of approved chiefdom activities
• Project advances retirement as per finance SOP
• Respond and participate in WVZ internal Audits
• Support CFMGs/ CRBs in awareness creation of financial management of community public funds received from Forest Carbon fees

Competencies and experience needed for the job

• Minimum of a Diploma in Forestry, Natural Resource Management Community Development, Education or any other relevant field;
• 2 -3 years’ experience in Forestry, Community Based Natural Resource Management, and Community Development is a plus.
• Strong people skills with communication capabilities in written and spoken English and local chiefdom language.
• Excellent community facilitation skills and application of Participatory Rural Appraisal/Participatory Learning and Action Methodologies and Tools
• A strong commitment to community development and conservation approaches
• Self-motivated, results oriented and performance driven with good planning and time management skills, willing to work with community-based organisations (CFMGs, Cooperatives etc) and lead by example
• Adaptability, including the willingness to camp in the community under basic conditions
• Computer proficiency in MS Office suite
• Strong report writing and data management capabilities
• Valid Zambian Motorcycle riders license
